About Our Founder
Mr. Terry L Stockholm is the CEO of IT Operational Strategies LLC, iTopS, a Service Disabled Veteran Owned Small Business specializing in solutions for Information Technology with an emphasis on not only technologies and equipment but strategies on operations and employment of new systems while integrating with existing mission systems. He is a retired Air Force Lieutenant Colonel in communications/electronics and cyber operations as well as a retired GS-15 Supervisory Electronics Engineer and Information Technology Specialist with over 40 years of expertise in the C4ISR arena. He most recently served as the Deputy Chief of FEMA IT Operations and Chief of IT Disaster Operations responsible for operations, maintenance, program management and planning for all IT services supporting FEMA activities nationwide. He was responsible for IT support of Mount Weather and the National Response Coordination Center (NRCC) in addition to normal HQ operations. He also coordinated and conducted planning for disaster-related requirements with Disaster Emergency Communications personnel to bring required information and Situational Awareness feeds into the NRCC. He has multiple tours at national and international spectrum management offices, deployed to Operations Desert Storm and Provide Comfort as a Senior Communications Planner. He has commanded a communications squadron and a tour of duty on the National Airborne Operations Center supporting the President in nuclear command and control. Since his retirement from the Air Staff in 1999 he has been a government contractor supporting the Pentagon renovation project and was a program manager in the recovery after the attack. He was a contractor supporting DHS CIO during the standup of that department and then selected as a division chief in the DHS Wireless Management Office where in the aftermath of Hurricane Katrina he was tapped by the Secretary of Homeland Security to evaluate and recommend changes to ensure all levels of responders can communicate in a similar disaster. Mr Stockholm returned to private industry in 2006 but the call to serve led him to return to Federal Service in 2008 until his retirement in 2016 and subsequent return to industry.
